A vague letter from a Texas-based defense contractor spurred concern in Newport that the federal government would seek to establish an immigration detention facility on Oregon’s Central Coast.

The city of Portland, Oregon, on Wednesday accused the U.S. Immigration and Customs Enforcement of violating land use rules at its Portland facility 25 times in the past 10 months.
