A bill now being considered by the state Senate would prohibit cities and towns from decreasing the annual operating budget for law enforcement from the prior year’s budget.

Friday wasn't Todd Devany's first encounter with the law. He was arrested in Missoula three days earlier for misdemeanor criminal mischief and assault with a weapon, and assault on a peace officer earlier in September.
